He seems to still underestimate the situation in Spain, after the frist debacles, he seems to be content to destroy the Spanish Armies, to get rid of the Brits and by that enabling Joseph to achieve a stable political situation. I am sure that Soult would have loved to destroy Moore's army, it is more a sign of weakness not doing it.
