I wouldn't - in case he restored Poland as prior to the partitions, who could object? By creating the Duchy of Warsaw he alienated already Prussia and Austria, he did not dare to oppose the Russian Emperor though. By the half hearted measure the just created unrest there the possibility of creating a strong Poland was looming on the Russian Empire. But seemingly his intention of creating the Duchy of Warsaw was to gain a political mass to toy with - and in case of need drop it as a hot potatoe.
