Jones was a more-than-competent engineer officer who understood, through hard-earned experience, that the British engineer arm had to be improved in order to properly conduct siege operations. He, along with other thoughtful and far-seeing engineer officers, understood that without proper engineer units, Wellington's army would continue to suffer both reverses and heavy casualties by being 'required' to take French-helf fortresses by costly infantry assaults.
